Manufacturing is important for our economy and everyday lives. This Scroll-Driven Narrative discusses how the federal government can support manufacturing.
For example, it describes Manufacturing USA, a federally funded network of groups working on innovative manufacturing technologies. The Departments of Commerce, Energy, and Defense have collectively invested billions of dollars in 16 of the groups in this network.
We’ve reported on how agencies work with Manufacturing USA and made recommendations for improvement. We’ve also reported on trends that can help Congress ensure manufacturing in the U.S. remains strong, competitive, and innovative.

This Scroll-Driven Narrative tells the story of how the federal government is trying to strengthen U.S. manufacturing through Manufacturing USAâa national network of institutes that are partnerships between federal agencies, companies, universities, and others. It is a companion to a series of reports GAO has issued examining the Manufacturing USA programâfor example, Advanced Manufacturing: Aligning Strategies and Improving Agency Reviews Could Help Institutes Achieve National Goals, GAO-25-107369. This product highlights key themes and recommendations from GAOâs prior work, such as recommendations to better measure performance across the Manufacturing USA network, as well as agency efforts to implement them.
