From homelessness to housing: Building financial stability

Meaningful employment helps Veterans overcome homelessness or avoid it all together.

For many Veterans experiencing homelessness, the path to housing stability starts with employment and a steady source of income. Both meaningful employment and income maximization are powerful tools that help Veterans build financial stability. Whether through employment, earned benefits, education or other supports, increasing income can help Veterans secure housing, weather financial challenges and build a more stable future. Together, employment services and income maximization strategies create a strong financial foundation, helping Veterans not only exit homelessness, but sustain long-term housing stability.

Employment as a homelessness prevention strategy

Research consistently shows that income and housing stability are closely connected. When Veterans have access to quality employment opportunities, they are often better positioned to manage housing costs, address financial emergencies and build savings for the future.

Employment can also provide benefits beyond income. Work often strengthens social connections, builds confidence, fosters a sense of purpose and supports overall well-being. These factors can be especially important for Veterans who are rebuilding their lives after experiencing housing instability.

Employment also supports broader recovery by helping Veterans stay engaged in their communities, which can improve their mental health and reduce risks associated with social isolation, substance use and other challenges that can contribute to homelessness.

At the same time, employment alone is not always enough. Many Veterans experiencing homelessness are already working but still struggle to afford housing and other basic needs.

The Power of income maximization

While employment is a powerful tool for increasing income, long-term housing stability often depends on maximizing every available source of financial support.

This approach is known as income maximization and the idea is simple: help Veterans experiencing homelessness access every source of income and support available to them so that they can build the strongest possible financial foundation.

Income maximization includes:

• Securing employment or advancing in a current career.
• Accessing Veterans benefits and earned entitlements.
• Connecting with education and training opportunities that lead to higher-paying jobs.
• Increasing work hours or earning professional certifications.
• Identifying tax credits, financial assistance programs or other resources that can improve financial stability.

By increasing and sustaining income, these strategies help Veterans secure permanent housing more quickly and reduce the risk of returning to homelessness. When Veterans have reliable income and resources to address unexpected expenses, they are better positioned to maintain housing over time and focus on other recovery and life goals. The following programs and specialists are at the center of that effort.

Connecting Veterans experiencing homelessness with employment opportunities

Homeless Veteran Community Employment Services (HVCES) supports Veterans participating in VA homeless programs by connecting them with employment opportunities, workforce development resources, and career support services.

Through a network of more than 150 Vocational Development Specialists serving as Community Employment Coordinators (CECs) and Employment Specialists, HVCES works alongside housing, healthcare and supportive service programs across VA Medical Centers (VAMCs) nationwide to ensure Veterans have access to the tools they need to increase income and sustain housing over time.

CECs also serve as a bridge to local employment opportunities and workforce resources, leveraging their knowledge of local labor markets to connect Veterans with jobs, training and career pathways in their communities. The results demonstrate the value of this work: In fiscal year 2025, there were 12,700 Veterans employed when they exited VA homeless programs and services.

When Veterans have the resources to maximize their income and strengthen their financial footing, they are better positioned to secure housing, maintain stability and pursue their goals. VA’s investment in these services is already making a difference and helping more Veterans build lasting independence.
