Protecting Veterans from housing scams during search for stable housing

How homeless Veterans can recognize common scams and safely navigate the search for housing.

For Veterans experiencing or at risk of homelessness, finding safe, stable housing is an important step toward stability. Unfortunately, it can also be a vulnerable one. During the housing search, scammers often target homeless Veterans, especially those receiving financial assistance.

Understanding how these housing scams operate, and knowing where to turn for trusted support, can help Veterans protect themselves, avoid fraud and stay on track toward permanent housing.

How housing scams target homeless Veterans

Many Veterans experiencing homelessness work with staff from VA homeless programs while also searching for housing  on their own. Scammers exploit this by creating rental listings that appear legitimate, using real photos, detailed descriptions and language designed to attract Veterans receiving housing vouchers, rental assistance, disability compensation or other financial benefits.

Many of these scams begin online. Scammers know that homeless Veterans  often use cell phones, public computers and free Wi-Fi to search for housing, communicate with landlords and complete applications. Once contact is established, scammers typically attempt to collect money, personal information or both before disappearing.

When evaluating a housing opportunity, Veterans should be cautious if a potential landlord:

• Requests application fees, holding fees, security deposits or other payments before verifying the property or their identity.
• Requests payment before meeting in person or showing the property showing.
• Creates a false sense of urgency, claiming the property is in high demand or that immediate payment is required to hold the unit. Scammers may continue to advertise the unit even after a deposit has been paid.
• Offers to work with Veterans directly, promising faster placement with minimal hassle while attempting to isolate Veterans from their VA case workers.
• Asks for payment, typically $500 or less, in cash or mobile payment, peer-to-peer, or money transfer apps. Scammers may also ask for payments from other untraceable methods such as gift cards, wire transfers or cryptocurrency such as Bitcoin.
• Requests sensitive personal or financial information that is not needed early in the housing process, such as banking information or benefit details.

Working with VA housing specialists

While housing scams continue to evolve, Veterans aren’t alone. VA homeless programs provide trusted support and resources that can help Veterans identify fraud and make informed decisions throughout their housing search.

Programs such as Housing and Urban Development-VA Supportive Housing (HUD-VASH) and Supportive Services for Veteran Families (SSVF) connect Veterans with case managers, housing specialists and support teams who help guide them through every step of finding and securing housing. These professionals provide an additional layer of protection by identifying legitimate housing opportunities, explaining program requirements, verifying information and answering questions before a Veteran commits money or shares personal information.

Because these support teams are involved throughout the housing search process, they also play a critical role if something appears suspicious or turns out to be a scam. Veterans may feel embarrassed or discouraged after realizing they have been targeted, but VA team members are trained to support homeless Veterans through these situations and can help them take the next steps without judgment or delay.

Protecting the Veteran community

Even with these safeguards, some Veterans may still encounter fraudulent listings or deceptive landlords. Knowing what to do can help minimize the impact and protect others.

If a Veteran believes they may have encountered a housing scam, the first step is to stop communicating with the suspected scammer and preserve any records related to the interaction, including text messages, emails, receipts and screenshots. VA housing staff can then help review the situation, provide guidance and connect the Veteran with the appropriate reporting resources.

While it may not always be possible to recover lost money, reporting suspected fraud can help protect other Veterans from becoming victims of the same scheme. Veterans can report scams to their VA case workers, the Federal Trade Commission and the Consumer Financial Protection Bureau.

Veterans should also notify their case manager or housing specialist as soon as possible. VA team members can help assess next steps, provide support and ensure the situation does not further interrupt progress toward securing permanent housing.

Veterans are not powerless in these situations. By speaking up, they can help stop scams from spreading, safeguard others in their community and protect fellow Veterans working toward the same goal of securing safe, stable housing.
